Romanian tax authorities (ANAF) have dismantled a network of over 50 companies involved in fraudulent activities within the home delivery sector, including platforms like Glovo, Tazz, and Bolt Food. The scheme, initiated in 2023, allegedly defrauded the state of at least 23 million lei (approximately €4.6 million). Investigators uncovered a complex structure designed to evade taxes and misreport income. The operation involved numerous delivery couriers and utilized a layered system of companies, described as a “matryoshka doll” structure by ANAF. Authorities are continuing to investigate the full extent of the fraud and identify all individuals involved. The case highlights concerns regarding tax compliance within the rapidly growing food delivery industry in Romania.
