The Senate’s key change focuses on stricter conditions for the government to increase spending beyond the approved budgetary framework. Senator Tomáš Goláň argued that allowing exceptions could lead to increased spending on operational costs without proper oversight. Senator Jana Mračková Vildumetzová countered that exceptions are necessary for unforeseen circumstances, such as security threats, and that the government also proposes a plan for gradual debt reduction. The debate, moderated by Lukáš Dolanský, occurred prior to the Senate’s final decision. The amended bill now requires re-approval from the lower house of Parliament.
