A recent study by PAQ research reveals that only 54 percent of Czech municipalities are able to operate their own kindergarten facilities. Despite a legal obligation to provide one year of mandatory preschool education, and a new requirement to accommodate all children over three years of age, many municipalities lack the financial resources. This creates challenges in meeting the growing demand for preschool places. A common workaround involves sending children to neighboring towns, but this solution introduces potential risks and logistical difficulties. The research highlights a growing concern about equitable access to early childhood education across the Czech Republic. The findings suggest a need for increased state funding or alternative solutions to support municipalities in fulfilling their legal obligations.
