In Cameroon, a recurring issue has emerged regarding the timing of the presidential circular outlining budgetary guidelines. The circular, intended to inform the budget law, is consistently released with significant delay—the October 12th, 2026 circular is 109 days late. This delay contradicts the established budgetary calendar outlined in the May 31st, 2019 decree, which mandated publication by June 25th to align with parliamentary budget debates. The consistent repetition of the same projects and directives within these circulars begs the question of their actual implementation. This pattern began with the 2022 budget and has worsened, culminating in a significant delay for the 2027 budget. The late release places the government in a challenging position, potentially requiring a substantial overhaul of budget preparations already underway, raising concerns about effective economic planning in Cameroon.
