Cameroon has demonstrably improved its budget transparency, achieving a score of 58 out of 100 in 2025, an increase of 8 points from its 2023 score of 50, according to the International Budget Partnership’s (IBP) Open Budget Survey. This progress is attributed to increased public access to key budgetary documents, including finance laws, execution reports, and audit reports. The government of Cameroon welcomes the improvement as a sign of successful reforms aimed at modernizing public financial management and increasing accountability. This advancement allows citizens, civil society, and Parliament to better understand state budgetary choices and track public spending in Yaoundé. While the government aims to further improve accessibility of budgetary information, the IBP suggests strengthening citizen participation in the budget process and improving oversight of public expenditure. The ultimate goal is a more transparent and citizen-focused management of public finances in Cameroon.
