Central administrative research conducted by the Directorate of Finance of Local Authorities, under the General Directorate of Territorial Collectivities of the Moroccan Ministry of the Interior, has alerted regional governors and provincial administrators. The research revealed troubling data regarding irregularities in study contracts awarded by several territorial communities. Well-informed sources at Hespress reported that these findings prompted central authorities to issue new directives to local officials. These instructions aim to tighten oversight of such contracts and prevent future irregularities. The investigation focuses on “study deals” (“صفقات دراسات”) and potential financial misconduct within Moroccan local governance. The findings suggest a need for increased scrutiny of contracting processes at the territorial level across Morocco.
